Sheff Wed Faces a 'Significant Problem', Declares Football Regulator

'We will play a key role in football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's persistent issues represent a a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in such situations, the recently named head the regulator has stated.

Through a comprehensive talk, the chairman, who was recently selected, voiced concern towards the club's followers.

The regulator engaged with four supporter groups connected to the Championship side this week.

The football club have been facing challenges both on and off the pitch in 2025, with the club failing to pay players on time on five separate occasions, including in last month.

"Obviously the club has become a major concern for the league and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the great brands for the English game and in recent days we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman indicated in the summer he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in spring months led to sanctions by the football authorities in mid-year, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

The chairman stated: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the fans themselves."

When asked if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an individual owner, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the chairman's encountering," the regulator explained.

"In actuality, when you look back over the history of the game, over the recent generations there have been some owners, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the future."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and insisted it was a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"Substantial financial resources flowing into the game and has been invested for the recent generations, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I fully support the success and growth as an commercial operation of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of this country. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been telling us in private they have a considerable comfort."

Partisan Associations

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he revealed he contributed money to the Labour Party in 2020.

The official contributed funds to government minister the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any form of political activity."
